I am directed to inform you that His Excel-
-lency the Governor intends to suspend you from the exercise of
your office as Clerk to the Attorney-General on the grounds (1)
that you were under the influence of intoxicating liquor at the
Magistracy, Hongkong, on the morning of the 14th. of December,
1908; (2) that you were admitted to the Lunatic Asylum suffering
from alcoholism on the 10th. ultimo.
I enclose statements of Mr. Ho Ying-kwan,
Fourta Clerk at the Magistracy, and of P. C. 84, Taylor, con- -cerning the first charge and the certificate of Dr. J. Bell, Superintendent of the Government Civil Hospital concerning the
second.
I am to call upon you to state in writing
before the 5th. instant any grounds upon which you rely to
exculpate yourself.
